Introduction
The newsletter "WTO News" is a free service brought to you by the International Economics Department of the Swiss Institute for International Economics and Applied Economic Research at the University of St. Gallen, Switzerland (see Details of Publication). Between one and three times a year, we publish our views on important topics related to the WTO. These include systemic issues, negotiations or dispute settlement cases. Besides, we review recently published literature on the WTO system. The single issues of WTO News may be downloaded freely in various file formats with identical contents (see Technical Advice on Downloading Files). Moreover, we invite you to use our free e-mail subscription service. "WTO News" is available in an English and a German language version, with identical contents.
We hope that this service will offer you some interesting readings. Your comments are always welcome (e-mail: service@wto-news.ch).

Technical Advice on Downloading Files and Legal Information
The newsletter "WTO News" may be downloaded in various file formats:
Download as PDF file: This is the "original" file format we recommend. In order to view or print PDF files, you need Adobe's Acrobat Reader. This is a useful computer program that may be installed on computers as a separate programme or as a plug-in to your Internet browser. If it is not yet installed on your system, you may download it for free from Adobe's website at http://www.adobe.com. Our PDF files are print-optimised instead of screen-optimised. Therefore, we recommend printing the file if you have difficulties in viewing the document on your computer screen. In exceptional cases, users may experience problems printing our PDF files, depending on their hardware and/or software. Should you experience such problems, please use one of the other file formats provided, if need be the simple HTML version. In order to improve the technical quality of WTO News, we invite you to report to us any problems you might encounter when using our files (e-mail: service@wto-news.ch).
Download as DOC file: DOC files may be opened with Microsoft Word (from Version 97 onwards). The original formatting of the PDF version will be lost. For best results, please select "Page Layout" in the "View" menu.
Download as HTML file: These files may be opened with the same Internet browser software that you are using in order to view this page (for instance Microsoft Internet Explorer or Netscape). Both programs may be downloaded from the Internet for free (MS Internet Explorer: http://www.microsoft.com; Netscape: http://www.netscape.com). Please note that this file format is not available to subscribers due to technical reasons.
Download as TXT file: TXT files may be opened with most current text processing programmes. The TXT version is largely unformatted. In order to avoid unfavourable line breaks, we advise against opening these files with your Internet browser (which is generally possible) and recommend saving the TXT file locally on your hard disk, and then reopening it with a text editor programme. In order to save the file on your hard disk, please place your mouse over the link, click right and then choose with a left click "Save target as..." or "Save Link as" or "Save File as...". Choose the directory location of your hard disk where you wish the file to be saved.
